I don't know much about Unicef, but if bombing the smurfs (w/ permission) is what it takes to get the point across about Darfur and other such malignancies, more power to them!
Feh, it won't do anything. No one wants to pony up and actually be effective because someone is going to get mad and oh we can't have that. This is a clever idea that will be remembered as a clever idea for some cause that no one will remember because no did anything except remember the poster.
Besides, this poster is funny in a very sick way. I don't mean the smurfs getting bombed back to the stone age. I mean the fact that the UN Troops in Bosnia (the ones who got chained to bridges by serbs and stood by as Serbs sorted out Bosnians to execute) were called "Smurfs". Partly due to the Blue Helmets, partly to the fact that they really were annoying, but not dangerous. Apparently the joke didn't make it up to the UN higher ups.

Yeah, I'd been wishing for Atari to bring out a Nuke the Smurfs cartridge back in High School, and they've finally done it.
But I like that it's in a good cause, too. Total war is a big no-no.
